These pagers appear to have been purchased in a single order by Hezbollah for distribution to their members and any closely linked persons the chose to offer one. Pagers were used because this terrorist organisation wants a channel for secure communications and considers that mobile phones do not provide that and may give away location. Emergency workers have no reason not to use mobile phones. If they liaise with terrorists on the latter's secure communication channel then they are running an obvious risk of attracting the same attention as the terrorists.
