Arson is a major problem there.

A few months ago someone set fire to a recycling plant and it burnt for weeks and the smell lingered for around a month.

Why would someone do this? Especially a 14 yr old. Those dogs must have been terrified.
Makes me wonder what kind of world we live in then I read about all the people who are taking food and bedding for the dogs.

There is a significant part of me that would like to see that 14 year old put in a cage while a fire is lit just outside it.

The only possible positive to come out of this is that this horrific little psycho will now be under a watching eye - someone with these sorts of tendencies would surely have graduated to violent crime against humans before too long. Possibly a devastating act at a school or similar will be averted by him being away (as surely he will be).
